CV 23 Acupuncture Point is called as Lian Quan. Lian means Clear. Quan means Spring. The Two blood vessels below the tongue were called LianQuan in ancient times. This point is at the upper margin of the laryngeal prominence, close to the LianQuan Vesssels.

On the neck, on the anterior midline, in the depression superior to the hyoid bone. Needle obliquely (toward the tongue root) 0.5 – 1 cun.
